Ports Framagit gitlab-ci-cd-harness!1 into the provider-neutral harness after the Ansible roles migrated.

  • default production deployments to indexable
  • emit X-Robots-Tag for explicitly non-production HTTP and HTTPS upload responses
  • carry environment badging guidance
  • release as v0.4.16

Verified with formatting, 28 ExUnit tests, and direct Jinja rendering for HTTP-only and HTTPS configurations.
